A low PM completion rate is rarely a technician discipline problem alone. When leadership asks, “what causes low PM completion,” the real answer is usually found upstream: work is being released late, priorities are unclear, asset records are unreliable, or the team is already buried in reactive demand. The percentage is a symptom. The operating system behind it is the cause.

For maintenance and facility leaders, this distinction matters. Pressuring technicians to close more PMs may improve a dashboard briefly, but it will not protect uptime if work orders are incomplete, schedules are unrealistic, or teams are closing work without performing it. A sustainable improvement requires identifying where preventive maintenance execution breaks down and redesigning the workflow around the people doing the work.

What Causes Low PM Completion Across Maintenance Teams?

PM completion falls when the maintenance program is disconnected from daily operating reality. Most organizations see a combination of issues rather than one single failure. The strongest programs treat PM compliance as a coordinated outcome of planning, labor capacity, asset data, materials, supervision, and CMMS workflow.

Reactive work consumes the available capacity

The most common cause is simple: technicians do not have enough protected time to complete scheduled work. Emergency calls, production interruptions, tenant requests, and customer escalations take priority. PMs remain open because they are the work that can be deferred without an immediate complaint.

This is not always a staffing problem. It can be a planning problem, an asset reliability problem, or a dispatch problem. If a facility has recurring failures on critical equipment, the team will continuously trade planned work for urgent work. If dispatchers assign work based on whoever appears available rather than scheduled routes, skills, and current workload, the same pattern develops.

Leaders should measure the percentage of labor hours spent on reactive work, not just PM completion. A team that spends most of its week responding to failures cannot maintain a credible preventive maintenance schedule. The answer may involve reliability improvements, clearer triage rules, a better backlog process, or additional capacity during peak periods.

PMs are scheduled without a realistic labor plan

A PM schedule is not a labor plan. Many CMMS environments automatically generate work orders by calendar date, then leave supervisors to figure out execution after the fact. The result is a monthly surge of overdue PMs, especially when schedules are tied to the first or last day of the month.

Work order generation should account for estimated hours, required skills, technician availability, site access, production windows, travel time, and task frequency. A quarterly PM requiring two technicians and equipment downtime cannot be treated like a 15-minute inspection.

The trade-off is that a more precise plan requires better data and stronger weekly scheduling discipline. But it also exposes whether the program is truly achievable. A 95% completion target is meaningless if the team has only enough available labor to complete 70% of the generated work.

Work orders lack usable instructions and standards

Technicians cannot execute consistent preventive maintenance from vague instructions such as “inspect unit,” “check operation,” or “service as needed.” These descriptions create variation in the field. One technician completes a full inspection, records readings, and identifies a developing issue. Another checks whether the asset is running and closes the ticket.

Low completion can result when technicians delay unclear work because it requires troubleshooting, searching for documentation, or calling a supervisor for direction. It can also appear as high completion with poor maintenance quality, which is more dangerous because the dashboard looks healthy.

Effective PM job plans define the asset, procedure, safety requirements, expected duration, labor skill, inspection points, readings, pass/fail criteria, and follow-up process. They should be detailed enough to standardize execution without forcing technicians through unnecessary clicks. The right level of detail depends on risk, asset criticality, technician experience, and regulatory requirements.

Asset data and location information are unreliable

A CMMS cannot drive performance when technicians cannot find the asset, confirm its identity, or trust its maintenance history. Duplicate records, missing serial numbers, outdated equipment locations, and inconsistent naming all create friction. In multi-site operations, these problems multiply quickly.

Technicians often respond by working from memory, paper notes, or informal communication. The work may get done, but the system record remains incomplete or inaccurate. Over time, the PM schedule loses credibility, reporting becomes unreliable, and supervisors spend more time reconciling data than managing performance.

Asset hierarchy, locations, naming conventions, criticality, and PM associations need to be standardized before completion metrics can be treated as a management control. Clean data is not administrative cleanup. It is the foundation for scheduling the right work on the right equipment at the right site.

Parts, tools, and access are not ready when work is assigned

A technician arriving at a PM without the required filter, lubricant, test equipment, lift access, escort, or shutdown approval cannot complete the job. The work order may be technically assigned and scheduled, but it was not planned.

This gap is especially common where maintenance teams serve occupied facilities, production areas, healthcare environments, or distributed customer sites. Access restrictions and operating windows are real constraints, not excuses. They need to be visible in the planning workflow.

Look at the reasons PMs are deferred or reassigned. If the same causes recur, build them into the process: kit common parts, flag access requirements, assign permit responsibilities, and confirm customer or operations coordination before dispatch. A PM should not enter a technician’s queue until the prerequisites are in place.

Where PM Completion Breaks Down in the Workflow

The fastest way to find the root cause is to follow a sample of missed PMs from creation to closure. Do not review only the final status. Review timestamps, assignment history, notes, labor entries, and related corrective work.

A practical review should ask four questions:

  • Was the PM generated with enough lead time and assigned to the correct technician or crew?
  • Was the scope clear, and were parts, tools, access, and shutdown approvals available?
  • Did reactive work, travel, dispatch changes, or staffing gaps displace the task?
  • Was the work genuinely completed, deferred with a valid reason, or simply left open because the closeout process is cumbersome?

This review often reveals a critical distinction: overdue does not always mean neglected. Some PMs are performed but not closed because mobile workflows are difficult, required fields are excessive, connectivity is limited, or technicians do not understand closeout expectations. Others are closed on time but were only partially performed. Both conditions require action, but they are different problems.

Weak CMMS Adoption Creates False PM Metrics

When a CMMS is used primarily as a ticketing inbox, completion metrics cannot be trusted. Technicians may receive work through texts, radios, email, or verbal assignments, then update the system days later. Supervisors may bulk-close work at month-end to improve compliance. Corrective issues identified during PMs may never be linked back to the inspection.

These behaviors are usually signs that the system workflow does not match field reality. Requiring more fields or sending more reminder emails will not solve a poorly designed process. The system needs to support fast, practical execution: mobile access, clear status definitions, simple labor capture, meaningful failure codes, and a defined escalation path for incomplete PMs.

Accountability improves when every role has a clear responsibility. Planners need to release workable schedules. Supervisors need to review exceptions before deadlines pass. Technicians need to document completion and identified defects. Operations leaders need to protect maintenance windows and address recurring reactive demand. No single role can carry PM compliance alone.

Improve PM Completion Without Gaming the Number

Start by separating compliance from quality. Track completed-on-time PMs, overdue PMs, deferred PMs with approved reasons, estimated versus actual labor, PM-generated corrective work, and repeat failures on maintained assets. These measures show whether the team is completing meaningful work or merely improving the closeout rate.

Next, establish a weekly planning rhythm. Review the coming schedule before work is due, balance labor by skill and site, confirm materials and access constraints, and identify work that needs operations coordination. Then hold a short exception review for overdue and at-risk work. The objective is not to explain every miss. It is to remove recurring barriers before they become normal.

Finally, rationalize the PM program itself. Some tasks are over-frequent, obsolete, duplicated, or applied to assets that no longer exist. Other tasks are too generic to prevent failure. A program review should consider asset criticality, failure history, manufacturer requirements, regulatory obligations, and actual operating conditions. More PMs do not automatically create better reliability. Better-targeted work does.
